Government of India, Ministry of Personnel, Public Grievances and Pensions Department of Personnel & Training issue updated circular for Central Civil Services (Joining Time) Rules, 1979 on dated 12-09-2022. Joining time is granted to a Government Servant when transferred to the control of another Government or organization in public interest. In Cases of involving transfer from one station to another and also involving change of residences, the Government Servant shall be allowed joining time with reference to the distance between the old headquarters and the new headquarters by direct route and ordinary mode(s) of travel as indicated in the attached circular.     In this Circular special provisions have been made to facilitate journey to and from remote localities during transfer.   Cashbook Print From Tally. Here is some steps to print cashbook from tally. First open your company on tally. you can see a dialog box of Gateway of tally . In Gateway of Tally go to Multi Account Printin g in Reports head. or Press "M" In Multi Account Printing Go to Accounts Books or Press "A" In Accounts Books Go to Multi Column Cash/bank or Press "M" After enter in Multi Column Cash/Bank a dialog box open for printing cash/bank After open dialog box of Printing Cash/Bank you can change date of "From" and "To" after press "backspace". After Press backspace you can go date area of "From".  You can enter the date from where you want to print the cashbook. You can press Enter button for "To" Put same date on "To" area. How can you printout a perfect trail balance from Tally ? Here is some steps for printout a perfect trail balance from tally. Open your company in tally and you see a dialog box of "Gateway of Tally"  In Gateway of Tally go to "Display" In Display Menu you can see Trial Balance , Go to "Trial Balance" After Enter in Trail Balance you can see Print option tab on left side corner. Click Print tab. After Clicking Print tab a dialog box of Printing Trial Balance will be open. Enter Backspace for reach "Scale factor for values : Default". Than after press enter for remaining formatting. Put Yes in Show Opening Balance. "Show Transaction" should be "Yes". Net Transaction Only should be "No".   "Method of Information should be "Item-wise" Than Finally you can Print.

Revision of Chapter 21 of Vidyalaya Vikas Nidhi (VVN) Kendriya Vidyalay Sangathan issued a letter regarding revised chapter 21 of Vidyalya Vikas Nidhi vide letter No. 110240/06/2009/KVS(HQ)/Budget, dated 28.12.2016 KVS proposal for revision of Chapter 21 Vidyalaya Vikas Nidhi was put up before the Finance Committee in its meeting held on 18.5.2016. GFR 2017 (General Finance Rules 2017)

General Financial Rules (GFRs) are a compilation of rules and orders of Government of India to be followed by all while dealing with matters involving public finances.  These rules and orders are treated as executive instructions to be observed by all Departments and Organizations under the Government and specified Bodies except otherwise provided for in these Rules. General Financial Rules were issued for the first time in 1947 bringing together in one place all existing orders and instructions pertaining to financial matters. These have subsequently been modified and issued as GFRs 1963 and GFRs 2005. In the last few years, Government has made many innovative changes in the way it conducts its business. Reforms in Government budgeting like removal of distinction in non-plan and plan expenditure, merger of Railway Budget with General Budget, focusing on outcomes through an improved Outcome Budget document, all needed to be reflected in the GFRs.
