Structure of Roles verses Designation for Registration of ROs, KVs & ZIET on DGS&D GeM Portal

Kendriya Vidyalaya Sangathan HQ New Delhi announced GeM Portal with the replacement of DGS&D for any type of procurement or services. 

Kendriya Vidyalaya Sangathan HQ issued a letter regarding Structure of Roles verses Designation for Registration of ROs, KVs & ZIET on DGS&D GeM Portal vide letter no. 6-1/KVS/HQ/ EDP/2016/DGCS&D-GeM/ dated : 16.01.2018. According to this letter the competent authority as given approval for the Roles versus Designation as under:

A: At Regional Level

1. Deputy Commissioner - Primary user - Approving Authority

2. Administrative officer/SO/ASO - Secondary User - Buyer + Consignee

3. Finance Officer ** - Secondary User - Paying Authority

    ** In Case of non-availability of FO , Sr. Most AC/Second Signatory will be Paying Authority.

B. At Kendriya Vidyalya 

1. Principal/In-Charge Principal with DDO Power (Head of office) - Primary User - Approving Authority

2. Office Incharge -  Secondary User - Buyer

3. Department Incharge - Secondary User - Consignee

4. Vice Principal/Second Signatory - Secondary User - Paying Authority


C. At ZIET

1. Director ZIET (Head of Office) - Primary User- Paying Authority

2. Incharge Office - Secondary User - Buyer +Consignee

3. Sr. Faculty/Second Signatory - Secondary User - Paying Authority


Special Note :- GFR Rule 149 is Mandatory for all units of Kendriya Vidyalya Sangathan regarding Government e-Market place (GeM).
